The project cost has been estimated to $21bn. It is to be divided in two phases. The first $12 billion step would focus on setting up service between Toronto and London by 2025 while the second will aim to reach Windsor from London by 2031.

A preliminary design work for the project would be carried out along with a comprehensive environmental assessment which may be worth $15M.
Trains that could reach 250Km/h are expected to run twenty-eight times a day in each direction on the future railway. The HSR line will serve Guelph, Kitchener-Waterloo, London and Chatham and also connect to Toronto Pearson International Airport.
